TODAY, the Maghreb region is the least integrated region in Africa. This sad reality is a consequence of the lack of ambition, the lack of leadership and the lack of commitment to build-up a coherent regional scheme. The non-Maghreb is an economic mess, a political handicap and historical aberration.
