African Development Bank debars Kenyan consultant for fraud in recruitment process

THE African Development Bank Group has imposed a 24-month debarment on Kenyan national Martin Obiero Achieng following findings of fraudulent practice in connection with a consultancy recruitment, the institution announced Tuesday.

The sanction, which includes conditions for conditional release, stems from an investigation by the bank’s Office of Integrity and Anti-Corruption. Investigators determined that Achieng engaged in fraudulent conduct during the application process for a consultancy position within the pan-African development finance institution.

Under the terms of the debarment, Achieng and any entity under his direct or indirect control are barred from participating in any activities financed by the African Development Bank Group for the duration of the sanction period.

The bank did not specify the nature of the fraudulent practice or provide details about the consultancy position in question. Fraudulent practices in development bank contexts typically involve misrepresentation of qualifications, submission of false documentation, or other deceptive conduct intended to secure contracts or positions.

To regain eligibility for participation in bank-financed activities after the 24-month period expires, Achieng must provide evidence of completing suitable business ethics and anti-corruption training, according to the announcement.

The Office of Integrity and Anti-Corruption, which conducted the investigation, operates as the African Development Bank Group’s watchdog against corruption, fraud and other sanctionable practices in bank-financed operations. The office maintains secure reporting channels for both bank staff and the public to report suspected misconduct.

The debarment represents part of the development bank’s broader efforts to maintain integrity in its operations across the African continent, where the institution finances infrastructure, economic development and poverty reduction programs.
